Non Congress chief ministers have come out openly against the centre’s ambitious plan to create a centralized anti terror body. They are alleging that the centre is trying to encroach upon their federal rights. For its part the government is trying to strike a conciliatory note to avert a protracted face-off. They are also wary of the NCTC being allowed to over ride the constitutional protection to the states which makes them fear that the centre would abuse its powers.
